This article studies Russia’s transition to innovation-oriented economic growth through technology transfer. An important aspect of this is the development and analysis of a system for stimulating innovation in industrial enterprises at the state and regional levels. The study identifies factors inhibiting the innovative development of industry in Chelyabinsk Region and develops recommendations for overcoming them. The study investigates industrial enterprises that develop and implement innovations and industrial technology transfer. The key hypothesis is that the presence of universal and regional features of technology transfer must be taken into account for the development and improvement of the efficiency of innovation in the industrial sector. The article presents the results of an empirical analysis of the innovation of industrial enterprises in Chelyabinsk Region, studies the interaction between enterprises and external structures when carrying out R&D, and the use of measures to support innovation. The article identifies limitations and problems in the implementation of technology transfer and innovation, such as insufficient cooperation be-tween industrial enterprises and universities in the development of technologies, the disruption of informa-tion flows – including the lack of ongoing information exchange between industry and academia – and the low awareness of industrial enterprises about measures to support innovation and technology transfer. The key result of the study is the identification of limitations in the development of effective technology transfer mechanisms and the development of solutions to help overcome them: the methodological justification for the formation and development of a network of technology transfer centers, the need to develop a unified architecture for digital platforms, the integration of digital services, accumulating support measures, and ac-celerating technology transfer. The practical significance of the study lies in the possibility of using its re-sults at the level of universities, industrial enterprises, and the state in the implementation of innovation de-velopment programs.
